Who is in the room

**Staff who speak:** Victoria O’Neal, executive director of campus and family engagement (norms, Enroll Austin); Superintendent Segura; unnamed dual-language / staffing specialist (1,100 non-EB families in four wall-to-walls; 400+ bilingual exceptions); Principal Barrett on Becker-specific staffing.
**Board — present, silent**
Segura at `00:06:43`: “We have a couple trustees here.” **Board President Lynn Boswell** (applause). **Trustee Kaufman**, former principal (applause and cheering). **Trustee Gonzalez** is **not** here: after last night’s board meeting he got home around 1:00 a.m. to a house full of smoke / fire; district is supporting him (`00:07:02`).
Boswell and Kaufman **do not speak** in this transcript. Parents later cite Trustee Singh (dual-language campuses without bilingual teachers), Trustee Foster (unzoned schools inequitable over time), Trustee Kaufman (hyperfocused on dual language; voting-line mismatch) — all as things said at board meetings, not from the chairs in this cafeteria.

Why and the Becker slide (`00:06:21`–`00:18:11`)
Segura: show up and advocate. Strong neighborhood school here; not true districtwide. Five elements: feeder alignment; transfer policy; budget (these changes **will not close the deficit**; 87% people; two and a half years of cuts, now campuses); program alignment (wall-to-wall dual language and Montessori) — “directly impacts Becker”; accountability (B in 22, F in 23, same kids). North Texas sister district. “We are really great at making plans… We’re not that good at implementation” because decisions come too late for families (`00:14:23`). Version control: won’t tell one campus a change and another campus two days later. Redlines coming; every comment cataloged.
**Proposal (`00:15:53`):** zoned Becker students → **Zilker**. Wall-to-wall program → **Sanchez**. Emerging bilingual students have moved; “we need to move to where they are.” Also a TAP requirement for Sanchez. **Seats (`00:19:27`).** Rubric: 509 Becker students next year. Draft: Sanchez or overflow immersion at Jocelyn. Speaker math: Sanchez capacity 532, 317 EB predicted, 106 English-proficient; if half of EP stay, **162** seats. Jocelyn 412 capacity, 54 EB + 193 EP → **262** open. Short 50–60 of 509. Fracture across more than two campuses.
Segura: whole-school move “is often not the case.” Sanchez students can go to Zavala or Allison. Conservatively modeled; if you assume 100% stay, “you are a little over.” Confident it will work (`00:21:38`).
**Anne Salivar**, Pre-K4 and second (`00:23:25`): dispels Sunset Valley rumor of a mass move to Odom. Most live southwest; some already zoned to Odom, touring. Not “entitled.” She will **not** go to Sanchez — 15 minutes on the way to work vs. I-35 and the river. Feasibility, not letter-grade rejection. Transferred from a Title I one-way dual-language class (Gonzalez at Croslin, 30 in Pre-K4/K; first-grade certified teacher left in November; replacement not fluent, child translated). Thanks AISD for the equity of certified bilingual teachers.
Victoria O’Neal: Enroll Austin ranking; zoned-to-Odom families have a seat there; other DL programs by rank (`00:26:45`).
**Feeder vs. Becker split (`00:27:41`).** Speaker: you say feeder disruption is bad, then you break Becker. Math assumes many don’t go to Sanchez. Dual language and community lost. **Please combine with Dawson.** Closing two neighborhood schools next to each other; Zilker DL is tiny; Zilker families would choose Becker–Dawson DL vs. staying at Zilker; solves Zilker overcrowding from new lines.
Segura: came up at the work session; committed to exploring. Dawson EB density still isn’t as high as elsewhere (`00:30:18`). Must still solve Sanchez TAP in a modernized building. Board asked; he will respond with the tradeoff (`00:31:08`).
**Staff (dual language):** 1,100 non-EB families already in the four wall-to-walls were a factor. Proposal some parents want is a **fifth** wall-to-wall in south-central **in addition to** Sanchez, not instead (`00:32:26`).
**Funding (`00:33:08`).** Dual language is “more profitable per student” than Montessori because of state bilingual allotment, even after ~$7,000 extra per certified teacher. Don’t lump programs. Segura: agrees; they don’t budget them as one pile. Montessori has no extra allocation. Single-gender (Gus Garcia, Ann Richards) different. Staffing by language can mean four 14–18 student rooms instead of three (`00:34:54`). Complexity costs.
**Where the EBs are (`00:35:47`).** Parent: south-central zip has as many EBs as Sanchez zip after gentrification/Airbnbs. Heat-map density is higher in a southeast pocket (`00:36:23`). Staffing: **400+** teachers on bilingual exceptions or ESL waivers this year (`00:37:37`). Pipeline from UTRGV / A&M; mentor at Becker then send out (`00:38:08`).
**Why not transport and recruit here five years ago? (`00:38:47`).** Applause. “We’re being penalized for not having enough EBs” when 78704 has more by number than 78702. Staff: new tool is an **unzoned** campus — Enroll Austin can hold **at least 50% EB / up to 50% non-EB**. Couldn’t do that on a zoned campus (`00:39:40`). Parent: why not unzone Becker? Staff: current Sanchez attendees already get transportation from south/west.
**Barrett (`00:41:33`):** nine teachers on waivers here now; recruitment in El Paso, Laredo, San Antonio (9 hours / family). Casey Elementary (his wife principal): dual students there outperformed Becker’s last year — one-strand DL is not automatically worse than wall-to-wall (`00:43:15`). Segura: bigger decisions now because smaller ones weren’t made five years ago. Density maps exist; not shared broadly; trustees have seen them (`00:44:03`).
Field-trip chaperones jump the line (`00:44:36`).
**Oak Hill / Casey expansion (`00:45:10`).** Segura: trustees asked how AISD leans into dual language; 58 campuses have it; expansion over ~18 months; “I know Trustee Singh and Trustee Kaufman are hyperfocused” (`00:48:27`). Parent: voting lines don’t match feeder schools (votes Kaufman at Legend Oaks; zoned schools not his). Segura: census vs. student data; they never match. Write all three trustees (`00:50:50`).
**Herman Becker deed (`00:51:23`).** 16-year family; Dual Language Advisory Council 2010, one of two parents choosing the four pilots. Sold for **$1 in 1936**; descendants say it must remain public education. Applause. Segura: Pease had a similar educational-purpose designation (1887); became early childhood, not an elementary. Will not decide sale vs. close first. “Public and free school” from the floor. He has not pulled title on every campus. 132 properties, most gifted. **Ms. Vasquez**, PE, AISD alum, UT ed-policy grad student (`00:57:03`): Singh — campuses with DL but no bilingual teachers; four new unzoned campuses increase demand. Foster — unzoned schools inequitable without a community base. Guardrails for east-side quality DL; H-1B; Sanchez 91% Hispanic as resistance; prior consolidations (`00:57:25`).
