II. History: SB 7 (1993)

Origin: Created in 1993 to satisfy court orders regarding school equity.
Design: Intended as a temporary "fix" for a lack of state income tax.
Outcome: Has evolved into a tool the state uses to reduce its own financial responsibility.

III. The Math: WADA

Definition: Weighted Average Daily Attendance.
De-humanization: Students are converted into decimals (1.0 for general ed, 1.2+ for low income).
The Flaw: Multipliers are useless if the "Basic Allotment" doesn't reflect the cost of 2026 survival.

THE HIDDEN AGENDA: By keeping funding stagnant ($6,160) during record inflation, the state creates an artificial crisis. This "manufactured starvation" is used as leverage to promote private school vouchers while the State Vault remains full.
